| Voluntary guidance for assessment of cross-border coherence in Maritime Spatial Planning | 2021 | Agreed at the 23rd Meeting of the Joint HELCOM-VASAB Maritime Spatial Planning Working Group held online on 16-17 November 2021. The report gives guidance that can be used for both evaluating the existing plans for coherence and improving the plans when they will be revised the next time. The guidance is proposed to be used on a voluntary basis by the countries when they assess the cross-border coherence of their MSP plans together with their neighbours. |

It focused in particular on cross-border issues in relation to the shipping and energy sectors and the specific need for information on current and future connections between respective borders and structures. |

The goal of these Guidelines on transboundary MSP output data structure is to facilitate data availability and coherence of MSP, as well as transboundary cooperation under national/regional MSP consultations. Specifically, the Guidelines set out technical requirements (data specification) for the interoperability and harmonization of spatial data sets corresponding to the transboundary/cross-border MSP output data. |

| Guidelines on transboundary consultations, public participation and co-operation | 2016 | Approved at the 12th Meeting of the Joint HELCOM-VASAB MSP Working Group held in Gdansk on 24-25 February 2016. The guidelines presented in this document have been prepared in order to assist maritime spatial planners and the authorities they work for. They are of a non-binding character. The guidelines are applicable for transboundary maritime areas without prejudice to the national systems of the spatial planning. |
| Guidelines for the implementation of ecosystem – based approach in Maritime Spatial Planning (MSP) in the Baltic Sea area | 2015 | Agreed on 11th Meeting of the Joint HELCOM-VASAB Maritime Spatial Planning Working Group held in Riga on 30 September-1 October 2015. This paper presents non-binding guidance for implementing the ecosystem-based approach in the context of maritime spatial planning (MSP) in the Baltic Sea. It presents a first step towards a common understanding on how the ecosystem-based approach can be applied in drawing up a spatial plan for a sea area in accordance with spatial planning legislation in force in the Baltic Sea countries. The aim is that this document will be tested in practice and, subsequently, amended as may be needed according to experiences gathered. |
